OVERVIEW
- In the past two months, crime increased by 27% from 56 incidents to 70, when compared to March 2024 it increased by 25%.
- In the past two months, violent crime almost doubled with an average of six intruders per incident . Fuel stations and industrial sites remain vulnerable to violent crime. And attacks on cash.
- In Bulawayo, incidents of violence were high with shootouts were reported between perpetrators and law enforcement as law enforcement continues to fight violent crimes. In March 2025, a law enforcement officer and six armed robbers were fatally shot in separate shootouts in Bulawayo.
- Criminals continue to target power cables and transformers with more incidents reported in residential suburbs. Additionally, septic tank lids were targeted in Mount Pleasant.
- In other incidents that did not occur at Safeguard sites, verified sources indicate a prevalence of both break-ins and robberies at vulnerable residences and businesses that keep money and other valuables on site. Fraud has also been reported as employees take advantage of weak systems to steal cash from businesses,
- So far this year, Safeguard has observed that the Southerton suburb is vulnerable to break in incidents with a hive of activity reported along Highfield Road.

ADVISORY
- Do not keep cash on site, and if you do, make sure that it is well protected. Our fogging systems are an excellent final layer of defence for cash and valuables. For more information, please click on the following link here.
- Protect ZESA transformers with physical barriers, and small alarm and response. The latter important to give early warning of tamper to barriers. Essential that the neighbourhood representative takes charge and understands the alerts that come from the alarm system.
- Lock up early and make use of your security systems. Test and understand the alerts that come from your security systems, and test regularly via the App
- Make sure that your security control systems are well protected from tamper by staff or intruders. Protected from ceiling and local access to tamper whilst off, early warning alarms if entry to the area, out of sight.
- If you have CCTV connect this to response so that we can see what is going on at site and respond effectively. This is especially important for business premises. We can also connect on a temporary basis to residential premises and having a view of site whilst you are away that we can access whilst you are away on holiday would be helpful.
- Consider the use of our CCTV AI integration to add a patrol with cameras to cover vulnerable perimeters and higher risk areas.
- Have a plan for your response and action for emergencies at work and home.

Theft, 27 March 2025, Park Road, Suburbs – Bulawayo: The security detail on duty reported the theft of ZESA cables from the area just outside the premises.
Break In, 16 March 2025, 0310hrs, Robson Manyika and Second Street Extension, City Centre – Harare: An alarm activated on site and a response team was dispatched. On arrival, the team reported that the shutter door was open. The client later advised that intruders stole a 1x48v battery from the site.
Armed Robbery, 15 March 2025, 0200hrs, Renfrew Road, Eastlea – Harare: Six armed intruders cut the electric fence, entered the premise, held up the guard and proceeded to force open the kitchen door with an iron bar. The intruders vandalised the alarm system and lighting before ransacking the office and removing a safe from the offices. A response team was dispatched after the guard managed to press his panic.
Theft, 12 March, 2025, Upper East Road, Mount Pleasant – Harare: The guard raised control reporting missing scaffolding materials. The guard discovered the loss upon reporting for duty in the morning. The exact number of missing scaffolds was not specified.
Armed Robbery, 11 March 2025, 0320hrs, Samora Machel Avenue, Eastlea – Harare: A response team was dispatched following a report of an armed robbery involving approximately six suspects armed with pistols. The intruders accessed the premises through the backyard and entered via an unsecured toilet window. After vandalizing several offices in search of money, they fled without stealing anything.
Theft, 08 March 2025, Unknown Time, Mutambara – Manicaland: A guard raised the control room and reported that electric copper wire had been stolen outside the site.
Robbery, 03 March 2025, 0113hrs, Bath Road, Belgravia – Harare: A response team was dispatched after an alarm activated on site. On arrival, the team reported that a private guard was attacked by eight intruders. The intruders fled the scene empty-handed after the alarm activated and the guard proceeded to press the panic.

Break In, 30 March 2025, 0352hrs, Aberdeen Road, Avondale – Harare: A response team was dispatched after an alarm activated. On arrival, the team reported that intruders vandalised the key and cut the alarm cables.
Theft, 20 March 2025, 1957hrs, Mutare Road, Marondera – Mashonaland East: A response team was dispatched after a panic signal was received from the site. On arrival, the team met with the client who advised that intruders had attempted to steal a cable from a transformer outside the site. The dogs started barking, prompting the client to press the panic. A homemade knife, 1.5 metre bar, and 1 MCB breaker.
Break In, 18 March 2025, 0054hrs, Chikanga – Manicaland: A client called the control room and reported that there were 2 suspicious people at the main cell phone tower. A response team was dispatched, and on arrival the team met with a private guard who informed them that the station had been vandalised when he started duty but that he had reported the matter. The team conducted checks on site, and some empty containers were recovered in an empty field.
Break In, 16 March, 0202hrs, Sakubva – Manicaland: Intruders attempted to siphon fuel from a booster site but fled before security could intervene. A 20-litre container and a hosepipe were left behind at the scene.
Break In, 06 March 2025, Unknown Time, Hillside, Mutare – Manicaland: A client called the control room and reported that some fuel had been drained from the site. An investigation revealed that the alarm was faulty at the time the incident occurred.
EDUCATIONAL INSTITUTION
Break in, 11 March 2025, 0001hrs, Aerodrome Road, Hospital Hill, Mutare – Manicaland: A response team was dispatched after a signal was received. It was established that intruders gained access by removing roofing tiles and entering through the ceiling. They vandalized the alarm system and searched the premises for money but found none.
FUEL STATIONS
Theft, 15 March 2025, 0230hrs, Dangamvura, Mutare – Manicaland: A panic alarm was received. Three suspects, armed with a bolt cutter cut the chain securing the cage where lubricants for sale are stored. The suspects fled the scene, abandoning a 50kg sack containing stolen lubricants, which was recovered.
Armed Robbery, 15 March, Cowdray Park – Bulawayo: A panic button activation was received signalling an armed robbery in progress. Armed suspects posing as customers arrived at a fuel station in a blue Honda Fit (AEC 5358). One discharged a firearm before subduing an attendant and stealing US$200 before fleeing.
Armed robbery, 14 March, 2237hrs, Bellevue – Bulawayo: Armed robbers simultaneously attacked two fuel stations, targeting fuel attendants. At one station, they assaulted the attendants and night guard, held them at gunpoint, and tied them with shoelaces before stealing approximately US$120. A customer who arrived to refuel managed to escape and report the incident. At the second station, they hijacked a vehicle which they later abandoned before fleeing on foot.
Theft, 11 March 2025, 0425hrs, Chimanimani Road, Mutare – Manicaland: The onsite security detail raised control. Three suspects arrived in a Honda Fit (AFL 2352). One entered an unlocked storage cage and stole a 500ml bottle of Formula SL worth US$4 before fleeing on foot, leaving the other two suspects behind.
Theft, 03 March 2025, Unknown Time, Gweru: Unknown suspects stole some fence poles that were part of the perimeter fencing.
Armed Robbery, 02 March 2025, 0218hrs, Nkulumane, Bulawayo– A gang of armed robbers fled a fuel station after a reaction team responded to a panic alarm. The suspects had earlier ambushed a taxi driver, tied him up, and locked him in his car boot before heading to the station. There, they assaulted petrol attendants and security personnel, threatening them with firearms. They attempted to break into the safe but fled when the security team arrived, stealing a shotgun and petty cash. Authorities are investigating and urging the public to report any information.
Theft, 02 March 2025, 2205hrs, Chimanimani Road, Mutare: A motorist was apprehended after attempting to utilise a counterfeit USD20 note to purchase fuel. The motorist had also received change from the purchase but was caught before he fled the scene.
INDUSTRIAL AND MANUFACTURING SITES
Armed Robbery, 26 March 2025, 0416hrs, Mukuvisi Woodlands – Harare: A response team was dispatched after a panic alarm was triggered. Upon arrival, they found that four armed intruders, using pistols and crowbars, had tied up two employees and taken the panic after scaling a palisade wall. The robbers accidentally pressed the panic button and then broke into an office, stealing petty cash and valuables. An investigation revealed the alarm failed to activate due to a fault.
Break In, 24 March 2025, 0113hrs, Highfield Road, Southerton- Harare: A response team was dispatched after a panic signal was received from the site. On arrival, the team met with a private guard who reported that he had seen four intruders on site. The intruders broke some wall panels to enter the premises but did not manage to break further into the buildings.
Theft, 22 March 2025, 2220hrs, Birmingham Road, Southerton – Harare: A panic signal was received and a response team was dispatched. On arrival, the team met with a client who reported that he had found some employees stealing stock from the site and loading it onto a truck. On arrival of the response team, the employees fled the scene, with some locking some of the warehouse doors before escaping. Two suspects who were in the truck were apprehended. One of the employees had used a duplicated key to open the warehouse and had taken advantage that there was no power on site.
Break In, 20 March 2025, 0032hrs, Lytton Road, Workington – Harare: A response team was dispatched after an alarm signal was received from the site. A panic signal was also pressed after three minutes. On arrival the team met with a private guard who reported that intruders broke a panel walled and proceeded to an assembly section where they stole some bicycle parts. The intruders were detected by the sensors and immediately fled the scene and left the parts.
Theft, 19 March 2025, Unknown Time, Zimunya Township, Mutare – Manicaland: A guard raised the control room and reported that a crate of 24 empty bottles of beer had been stolen from the site. He reported that a passerby alerted him of the incident.
Break In, 19 March 2025, 0147hrs, Melbourne Road, Southerton – Harare: Response team was dispatched after a panic signal was received from the site. On arrival, the team reported that intruders forced open one of the main doors and grabbed three sacks of work suits. One of the sacks was recovered on site. The site does not have a wall at the front, and as such, the intruders managed to access the site.
Break-in, 16 March 2025, Josiah Chinamano Road, Belmont – Bulawayo: A reaction team responded to a confirmed break-in where stolen items, including 20 unassembled door frames and 40 style side panels, were discovered.
Armed Robbery, 13 March 2025, 0035hrs, Seke Road, Hatfield – Harare: A gang of over four armed intruders scaled the panelled wall and forced entry into the offices. They broke into a safe but fled empty-handed after being intercepted by the reaction team.
Armed Robbery, 13 March 2025, 0000hrs, Neil Avenue, Msasa – Harare: A gang of six armed intruders attacked a site, restrained the on-duty security detail, and seized their equipment. They forced entry into an office, vandalised the alarm, broke into a safe, and escaped with cash and fuel coupons.
Break In, 08 March 2025, Crawford Road, Graniteside – Harare: An alarm signal was received from the site and a response team was dispatched. On arrival, the team reported that one of the shutters was open, but no one was on site. No losses were reported.
Break In, 07 March 2025, 0253hrs, Hawthorn Road, Southerton – Harare: A caretaker called the control room and reported that there were intruders calling his name on site. A response team was dispatched and reported that intruders cut the main gate lock and cut a lock at the container.
Break In, 03 March 2025, 0220hrs, Delport Road, Sunway City – Mashonaland East: Guards raised the control room and reported that there were intruders on site. A response team was dispatched and reported that four intruders were seen on site, but no losses had been reported.
Robbery, 03 March 2025, 0055hrs, Mount Hampden – Mashonaland West: A response team was dispatched after an alarm signal activated. Unknown intruders broke a back wall panel and forced their way onto the site. The intruders held up one of the staff members that were working on site but fled the scene empty-handed after an alarm activated, and the response and police arrived on site.
Break In, 02 March 2025, 0520hrs, Woodbury Road, Thorngrove – Bulawayo: A break-in was discovered at the salvage yard after intruders lifted a section of the perimeter fence. During a patrol, a detail found footprints leading to a nearby bush and recovered a stolen roll of fencing and an abandoned pushcart. It appears the intruders fled upon noticing the guard.
Armed Robbery, 01 March 2025, 0324hrs, Whites Way, Msasa – Harare: A gang of 15 armed robbers stormed a business premises after cutting through razor wire and scaling a durawall. They subdued the security officer, tied him up, and ransacked the offices after disabling surveillance cameras. Though no cash was stolen, the suspects fled with work suits and garments. Authorities are investigating the incident.
MINE
Theft, 25 March 2025, Buhera – Manicaland: The guard on duty reported to control that he observed a black electrical cable, approximately 40 meters in length, which supplies power to the boom gate cameras, had been cut and stolen.
PUBLIC LOCATION
Robbery, 04 March 2025, 2030hrs, Southerton – Harare: A guard raised the control room and reported that he had been attacked by unknown suspects and robbed of his personal belongings.
Theft, 05 March 2025, Gweru Industry – Midlands: A guard raised the control room and reported that some layer boards were missing from one of the vehicles that had arrived on site. It is suspected that the theft occurred off-site.
RELIGIOUS INSTITUTION
Theft, 07 March 2025, 2000hrs, Inverness Road, Eastlea – Harare: A response team was dispatched after a panic signal was received from the site. On arrival, the team was advised that unknown suspects had broken into two vehicles on site and stolen some personal belongings.
RESIDENTIAL SITES
Break In, 29 March 2025, 21:56hrs, George Silundika Road, Avenues – Mutare: The on-duty guard activated the panic alarm was activated after observing an intruder within the premises. Reaction officers and the police responded promptly and conducted a search of the area; however, no intruder was found. A subsequent investigation revealed that the suspect had gained entry by cutting through the razor wire.
Break In, 26 March 2025, 0300hrs, Coronation Avenue, Highlands- Harare: A panic signal was received, and a response team was dispatched. On arrival, the team was informed by a private guard that intruders had cut two strands of the electric fence but fled the scene when the alarm activated.
Theft, 24 March 2025, 0445hrs, Drummond Road, Kamfinsa, Greendale – Harare: A report was received that a guard apprehended an internal guard who had siphoned 10 liters of fuel from a generator.
Robbery, 23 March 2025, 0117hrs, Blesbok Road, Murambi – Manicaland: A client called the control room and reported that there were intruders on site. A response team was dispatched and, on arrival, reported that intruders armed with machetes attacked the tenant’s sons and took three blankets, three blankets, satchels with books, some clothing, and a phone before fleeing the scene.
Break In, 21 March 2025, 2254hrs, Old Esigodini Road, Matsheumhlope – Bulawayo: Intruders scaled the perimeter wall and attempted to cut the burglar bars. The alarm activated, and the intruders fled the scene empty-handed.
Break In, 21 March 2025, 0000hrs, Umwinsidale Road, Umwinsidale – Harare: A client called and reported that intruders entered the house and stole some gadgets from the house. Unfortunately, the area where the intruders targeted did not have an alarm.
Break In, 20 March 2025, 1955hrs, Leamington Road, Greystone Park – Harare: A non-client called the response control room requesting assistance as she suspected intruders on site. On arrival, the team reported that intruders cut the razor wire to access the site but fled empty-handed when they noticed they had been seen.
Theft, 19 March 2025, Unknown Time, Rekayi Tangwena, Mutare – Manicaland: A client called the control room and reported that intruders stole a vehicle battery from her car. No alarm signal was received as there are no outside sensors on site.
Break In, 19 March 2025, 0339hrs, Sherwood Drive, Woodlands – Bulawayo: Unknown suspects cut the fence to access the site and proceeded to vandalise the main door. The alarm activated, and the intruders fled empty-handed.
Theft, 17 March 2025, Unknown Time, Cynthia Road, Mount Pleasant – Harare: A client called the control room and reported that intruders stole four septic tank lids and a vehicle battery from the site. The area was not covered by alarms and some sensors had been bypassed.
Robbery, 17 March 2025, 2030hrs, Hospital Road, Newtown – Kwekwe: A panic alarm was received, prompting the dispatch of a response team. Upon arrival, they found a guard tied up, and he informed the team that intruders had tied him up. The team discovered two women and two girls also tied up in a room. The victims reported that four intruders had entered the house, demanded money, threatened them, and stolen cash and three cell phones before fleeing. The suspects had cut through the razor wire to access the site.
Break In, 17 March 2025, 0254hrs, Arkden Road, Sunridge – Harare: A response team was dispatched after an alarm activated on site. On arrival, the team met with the client and reported that intruders scaled the panelled wall and entered the house. The intruders opened a spare bedroom door, and the alarm sounded, causing the intruders to flee the scene.
Theft, 16 March 2025, 0256hrs, Brigadier Atif Road, Mount Pleasant – Harare: A panic signal was received from the site. On arrival, the team reported that unknown suspects stole a septic tank lid after scaling over a wall with a faulty electric fence.
Break In, 12 March 2025, 0130hrs, Golden Stairs, Mount Pleasant – Harare: An alarm signal was received, and the response team was dispatched. On arrival, it was discovered that intruders had cut the electric fence to gain entry. They then breached the building by cutting the burglar bars on a bathroom window. The suspects stole sachets of spices but abandoned them after encountering the on-site guard before fleeing.
Break In, 12 March 2025, 0027hrs, Area D, Westgate – Harare: An alarm signal was received, and the response team was deployed. Upon inspection, it was discovered that the electric fence had been cut. The suspects stole a septic tank lid before fleeing the scene.
Break In, 11 March 2025, 2322hrs, Kent Road, Chisipite – Harare: A call-out was received, and the response team responded to the scene. It was reported that unidentified intruders gained entry through an unsecured small gate. They restrained two dogs using electrical cables before attempting further criminal activity. However, their actions were disrupted when an occupant arrived, forcing them to flee without stealing anything.
Break In, 07 March 2025, 0538hrs, Sims Road, Mount Pleasant – Harare: A client called the control room and reported that there was an intruder on site. A response team was dispatched, and they reported that the caretaker saw an intruder jumping out of the site. One of the wall panels had been damaged, but no losses were reported.
Theft, 05 March 2025, 2300hrs, Percy Avenue, Hillside – Bulawayo: A guard raised the control room and reported that an intruder had jumped over the wall. The intruder reportedly threw a rock at a neighbour’s dog as he fled the scene. No losses were reported.
Break In, 04 March 2025, Magudu Close, Good Hope – Harare: Client activated panic after he noticed a break-in on site. Intruders cut the fence and stole a 48kg gas tank sometime during the night.
Theft, 04 March 2025, Unknown Time, Coronation Avenue, Greendale – Harare: A client called the control room and reported that the caretaker had seen an intruder on site. A response team was dispatched, and no signs of forced entry or losses were reported.
Theft, 03 March 2025, Unknown Time, Arcturus Road, Highlands – Harare: A client reported that an intruder had stolen a cell phone from the site. The client suspected that the intruder might have accessed the site through the back entrance and taken the phone. The alarm was not armed when the incident occurred.
Theft, 03 March 2025, Unknown Time, Gaydon Road, Helensvale – Harare: An individual who was an employee on site was apprehended after he attempted to steal some maize from the site.
RETAIL AND SHOPPING CENTRES
Break In, 30 March 2025, 0526hrs, Charter Road, City Centre – Harare: An alarm signal was received from the site at 0712hrs, and a response team was dispatched. On arrival, the team met with two private guards and employees. The guards reported that two intruders broke a window but failed to remove anything from the site.
Theft, 27 March 2025, 1940hrs, Eastlea- Harare: A Safeguard manager reported to the control room that a client’s vehicle had been broken into. Unknown intruders broke into a parked vehicle and stole some valuables from the vehicle. The client managed to check his device’s and managed to track his Air pods which were eventually recovered from an individual who reported that he had picked them up on the side of the road.
Theft, 27 March 2025, 0026hrs, Douglas Road, Workington- Harare: A report was received that two intruders removed a water meter and two galvanized pipes, which had been left along the perimeter.
Armed Robbery, 14 March 2025, 0208hrs, Midlands Close, Waterfalls – Harare: An alarm signal was received, and the response team was dispatched. Upon arrival, the intruders fled. One security detail, who had been tied with shoelaces, managed to reach the gate and alert others. Meanwhile, another security detail and a truck driver delivering a consignment were restrained and guarded by one of the four armed suspects. The intruders, armed with pistols, gained entry by cutting the electric fence and scaling the perimeter wall. No items were stolen.
Theft, 07 March 2025, Unknown Time, Westgate – Harare: A client called the control room and reported that his vehicle had been broken into when he parked on site to purchase takeout. The client requested that the guards be on the lookout for his wallet as he hoped it had been dropped in the complex.
Break In, 02 March 2025, 0000hrs, Fidel Castro Road, City Centre – Harare: Client called the control room and reported that intruders smashed the main door glass and attempted to fish out some clothes using a long stick. The suspects failed, as there is a screen gate at the main door.
TOURISM
Theft, 22 March 2025, 1830hrs, Parkway Road, Victoria Falls – Matabeleland North: A guard raised the control room and reported that she had caught an employee attempting to leave the site with some unauthorized items.
SOCIAL MEDIA REPORTS
In Bulawayo, a female detective was tragically shot and killed in the line of duty on the 6th of March 2025. The incident occurred during an operation targeting armed robbery suspects in the Pumula South suburb.

A police officer was shot and killed while responding to a crime scene in Tshabalala, Bulawayo, on Thursday night. Reports indicated that the officer, with a colleague, encountered a group of five men. When questioned, one man drew a firearm and shot the officer in the head. The officer was taken to a local
hospital but died from his injuries.

Four suspects were arrested in connection with an armed robbery at a Service Station in Kuwadzana on March 3, 2025. After a tip-off, one suspect was arrested in Chitungwiza, where he was shot in the shin while attempting to flee. This suspect implicated eight others, leading to the arrest of three more.

Two siblings have been arrested for staging an armed robbery at a service station on the 23rd of February 2025. One of the suspects who is a supervisor at the service station, faked a robbery where she was targeted at knife point convincing her colleagues and security. She handed the money to her brother, but the crime was exposed following an investigation by police.

Masvingo police have arrested a man from Shindi Village in connection with 80 robberies committed over a two-year crime spree. During this period, which spanned from February 2023 to January 2025, he stole a total of US$14,550, ZAR45,655, and numerous cell phones from his victims. Police have indicated that more charges may follow as investigations continue.

A Harare man has been convicted of the theft of a firearm from a security guard at a local business premises. The accused unlawfully seized the weapon after exploiting a moment of inattention by the guard. Following swift police investigations, he was apprehended and brought before the court, where he was
found guilty.

The ZRP confirmed the fatal shooting of six armed robbery suspects following a shootout near the Bulawayo Victoria Falls tollgate on 18 March 2025. The suspects had robbed a local business, stealing cash, groceries, and electronics, before fleeing. When intercepted, they fired at officers, leading to a confrontation. The vehicle crashed into a tollgate barrier, and the suspects were later pronounced dead at the hospital. Police recovered firearms, knives, and stolen goods.

A Harare City Council employee has been charged with defrauding a woman of US$126,000 in a fake stand sale. The accused falsely claimed to be the seller, prompting the complainant to pay US$100,000 upfront and an additional US$26,000 later. When the complainant couldn’t reach him, she reported the fraud, leading to his arrest.

An armed robbery suspect escaped from the Harare Magistrates’ Court after disarming an officer and fleeing with a service pistol. The incident occurred as the suspect was being escorted to court.

Two individuals were arrested after an armed robbery in Waterfalls, Harare, on 22 January 2025. The suspects, pretending to be police officers, entered a victim’s home, confined her to a bedroom, and stole a safe containing US$13,000, emeralds, gold scales, wristwatches, and documents. After a thorough
investigation, the suspects were apprehended, and a revolver along with some stolen items were recovered.

A suspected serial armed robber has been arrested in connection with a murder and 15 armed robbery cases. Police say the suspect and accomplices, who are still at large, ambushed a motorist, stole US$250 and a phone, and abandoned him. Investigations uncovered a pistol with five rounds. Authorities are urging the public to help locate the accomplices.
